The unparalleled global reaction to the May 25th\u00a0death of George Floyd has put a spotlight not just on why we protest but how.\u00a0The\u00a0sometimes-violent\u00a0escalation of\u00a0protests\u00a0is\u00a0not welcome by most\u00a0in society\u00a0<\/strong>and various theories exist on why this happens.<\/strong> Professor Clifford Stott<\/span>,\u00a0<\/span>Professor of Social Psychology at\u00a0<\/span>Keele<\/span>\u00a0University<\/span>,<\/span>\u00a0<\/span>says George Floyd\u2019s death and similar incidents can “become a trigger moment because it symbolises a broader experience, amongst much larger numbers of people, about the relationship between\u00a0<\/span>P<\/span>olice and the black community.” He goes on “You can’t think about\u00a0<\/span>P<\/span>olice brutality, and the profiling of certain communities, without thinking about the inequalities that exist in society and fuel those concerns\u2026 You could argue even the\u00a0<\/span>P<\/span>olice killings are symptoms – the underlying cause is white supremacy, racism, and things the US\u00a0<\/span>(United States)\u00a0<\/span>has not fundamentally dealt with.”<\/span>1<\/span><\/a>\u00a0<\/span><\/p>\n

Antiquated and debunked classical\u00a0<\/span>explanations for\u00a0<\/span>crowd behaviour include \u201cmad mob theory\u201d where\u00a0<\/span>sense of self, reason<\/span>,<\/span>\u00a0and rationality are lost and\u00a0<\/span>the person<\/span>\u00a0beh<\/span>ave<\/span>s<\/span>\u00a0not as\u00a0<\/span>they<\/span>\u00a0would normally<\/span>\u00a0and \u201c<\/span>t<\/span>he bad leading the mad\u201d where outsiders or professional agitators take advantage of the crowd\u00a0<\/span>using their supposed gullibility<\/span>. They<\/span>\u00a0do however<\/span>\u00a0<\/span>fail to take account\u00a0<\/span>the\u00a0<\/span>\u201cfactors that actually drive such confrontations.<\/span>\u201d<\/span>\u00a0In fact<\/span>\u00a0says Stott<\/span>,\u00a0<\/span>\u201c<\/span>w<\/span>hen<\/span>\u00a0people riot, their\u00a0<\/span>collective behaviour<\/span><\/a>\u00a0is never mindless. It may often be criminal, but it is structured and coherent with meaning and conscious intent<\/span>\u00a0and these<\/span>\u00a0behavioural limits of crowd action relate in important ways to the limits of social identification\u201d.<\/span>2<\/span><\/a>\u00a0<\/span><\/p>\n

Matthew Legge argues such escalating violence makes the public feel unsafe<\/span>\u00a0and popular support can change from supporting the protest to supporting law and order.\u00a0<\/span>Legge<\/span>\u00a0quotes Tay Anderson<\/span>,\u00a0<\/span>who helped organise<\/span>\u00a0the<\/span>\u00a0George Floyd<\/span>\u00a0protests in Denver<\/span>,<\/span>\u00a0\u201cWhen we aren’t asking people to destroy things in our name and people do it anyway, we know that this is something that’s going to blow back on us.\u201d<\/span>3<\/span><\/a>\u00a0<\/span>This\u00a0<\/span>belief\u00a0<\/span>is further reinforced by the response from the people of London a few years after the 2011 London Riots when\u00a0<\/span>the\u00a0<\/span>Mayor of London office of Policing and Crime polled its citizens with regards to the proposed purchase of a water cannon. The results from 4,200 Londoners revealed\u00a0<\/span>\u2018<\/span>Police officers have the right to defend themselves, the public and businesses<\/span>\u2019 \u2018<\/span>A w<\/span>ater cannon would be a useful last r<\/span>esort in extreme circumstances and<\/span>\u00a0Police should have all possible tools available to\u00a0<\/span>them to deal with disorder<\/span>\u2019<\/span>.\u00a0<\/span>Furthermore<\/span>,\u00a0<\/span>following the London riots of 2011\u00a0<\/span>Londoners<\/span>\u00a0felt the\u00a0<\/span>P<\/span>olice lost control and that\u00a0<\/span>a\u00a0<\/span>water cannon may have been useful.<\/span>\u00a0Th<\/span>is<\/span>\u00a0study also found \u201cDespite having lower general levels of trust in the\u00a0<\/span>P<\/span>olice, black Londoners by a margin of more than 3 to 1, are<\/span>\u00a0<\/span>more likely to think\u00a0<\/span>a\u00a0<\/span>water cannon would be useful in policing London than not (61 against 19%).\u201d<\/span>4<\/span><\/a>\u00a0<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

In the United Kingdom (UK) t<\/span>he\u00a0<\/span>House of Lords and House of Commons<\/span>\u00a0Joint Committee on Human Rights published a report into policing protests<\/span>\u00a0in 2009<\/span>\u00a0<\/span>that<\/span>\u00a0suggest<\/span>s<\/span>\u00a0improving<\/span>\u00a0dialogue between the\u00a0<\/span>P<\/span>olice and protesters<\/span>\u00a0with \u2018<\/span>no surprises<\/span>\u2019\u00a0<\/span>for\u00a0<\/span>P<\/span>olice or protestors and regular human rights training for the police.<\/span>\u00a0<\/span>5<\/span><\/a>\u00a0<\/span>A measured police response\u00a0<\/span>as\u00a0<\/span>suggested\u00a0<\/span>above<\/span>\u00a0and\u00a0<\/span>earlier by Professor Stott<\/span>\u00a0was\u00a0<\/span>clearly\u00a0<\/span>evident in Bristol<\/span>\u00a0last week when protestors removed the\u00a0<\/span>controversial\u00a0<\/span>statue of\u00a0<\/span>B<\/span>ritish slave trader\u00a0<\/span>Edward Colston.\u00a0<\/span>Police Crime Commissioner for Avon and Somerset Sue Mountstevens fully supported her Superintendent Andy Bennett in his decision not to have his officers intervene stating the command team had \u201ccarefully considered all the implications of sending in officers at that moment to make arrests, probably requiring them to use force and the escalation of tensions that could be caused as a result. I am confident that, after the <\/span>P<\/span>olice assessed the circumstances, they not\u00a0<\/span>only made the right\u00a0<\/span>decision,<\/span>\u00a0but they also did the right thing to prevent any escalation of tension into violence, injury or worse.<\/span>\u201d\u00a0<\/span>6<\/span><\/a>\u00a0<\/span><\/p>\n

Whilst there<\/span>\u00a0is no evidence to suggest\u00a0<\/span>the\u00a0<\/span>recent\u00a0<\/span>Black Lives Matter<\/span>\u00a0protests in the UK escalated to looting<\/span>,\u00a0<\/span>this was certainly the case in the US. Vehicles were driven into crowds and members of the public were injured during the tensions that unfolded. The US\u00a0<\/span>P<\/span>olice response\u00a0<\/span>seems to be<\/span>\u00a0a lot less\u00a0<\/span>measured than that\u00a0<\/span>in the\u00a0<\/span>UK<\/span>. Curfews,\u00a0<\/span>rubber bullets, tasers and tear gas have been used in a bid to bring the protests under control.\u00a0<\/span>Speaking to The Insider Scott Thomson<\/span>,\u00a0<\/span>Former\u00a0<\/span>C<\/span>hief of\u00a0<\/span>P<\/span>olice in Camden, New Jersey<\/span>,<\/span>\u00a0believes \u201cfor\u00a0<\/span>P<\/span>olice, there’s this failed mindset of ‘if we show force immediately we will deter criminal activity<\/span>\u00a0a<\/span>nd even though that approach hasn’t worked\u2026 attempts at policy reform and training have still yielded little change<\/span>.<\/span>\u201d\u00a0<\/span>Deputy Commissioner for the\u00a0<\/span>Baltimore<\/span>\u00a0Police Department<\/span>\u00a0<\/span>Jason Johnson\u00a0<\/span>also suggests\u00a0<\/span>\u201c<\/span>safe, responsible policing requires good policy, adequate training, and strong accountability measures\u201d\u00a0<\/span>as<\/span>\u00a0the way forward. He\u00a0<\/span>also\u00a0<\/span>added “If you look at the time order of things, you develop the best policy you can, and then you train your officers on those policies as thoroughly as you can\u2026 but asking an officer to just read a policy and be able to follow that policy in real life is not practical,”. He\u00a0<\/span>goes on to further suggest that<\/span>\u00a0de-escalation training should be more\u00a0<\/span>intensive,<\/span> and scenario-<\/span>based but this is too expensive.<\/span>\u00a0<\/span>7<\/span><\/a>\u00a0<\/span><\/p>\n

It has been widely\u00a0<\/span>publicised<\/span>\u00a0that<\/span>\u00a0groups<\/span>\u00a0with their own political agenda<\/span>\u00a0<\/span>send\u00a0<\/span>\u2018<\/span>professional<\/span>\u2019<\/span>\u00a0agitators into the\u00a0<\/span>melee<\/span>\u00a0to stir up the crowd\u00a0<\/span>with a purpose to\u00a0<\/span>creat<\/span>e<\/span>\u00a0<\/span>a tense and uneasy atmosphere and\u00a0<\/span>to\u00a0<\/span>further exacerbate the situation. For example<\/span>,<\/span>\u00a0during\u00a0<\/span>recent Black Lives Matter<\/span>\u00a0protests\u00a0<\/span>the social media platform\u00a0<\/span>Twitter suspended the account of a white supremacy group believed to have incited violence by deliberately posting false information<\/span>.<\/span>8<\/span><\/a>\u00a0But\u00a0<\/span>even the term \u2018agitator\u2019<\/span>\u00a0<\/span>is<\/span>\u00a0divisive as it was used by white Southern Americans to describe Dr Martin Luther King Jr.<\/span>\u00a0<\/span>Professor of\u00a0<\/span>S<\/span>ociology and African American history at\u00a0<\/span>Northwestern<\/span>\u00a0University<\/span>\u00a0<\/span>Aldon Morris<\/span>\u00a0suggests \u201c<\/span>blaming\u00a0<\/span>the unrest to outsiders implies that the majority of oppressed people a<\/span>re content with the status quo\u201d.<\/span>\u00a0<\/span>9<\/span><\/a>\u00a0<\/span><\/p>\n

To quote\u00a0<\/span>Dr Martin Luther King<\/span>\u2026 <\/span>“<\/span>i<\/span>njustice anywhere is a threat to justice everywhere. We are caught in an inescapable network of mutuality, tied in a single garment of destiny. Whatever affects one directly, affects all indirectly.”<\/span>10<\/span><\/a>\u00a0<\/span>Perhaps this message has finally started to break through a<\/span>s\u00a0<\/span>P<\/span>olice officers<\/span>\u00a0around the world<\/span>\u00a0join protestors in unison\u00a0<\/span>by\u00a0<\/span>taking the knee<\/span>.<\/span>\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
